First attempt at migrating to a common lisp servercl

Each subdirectory shares this structure recursively:
 - Templates are stored in the "templates" subdirectory, and are
 generated via the ``cl-who`` library
 - Metadata about article descriptions and titles is stored in
 "meta.lisp"

All markdown and html files are considered article sources and
therefore copied to the "output" directory in the root of this git
directory, keeping track of the subdirectory structure.

The ``update-articles`` function does not work yet, further
investigation will follow.
