Refactor arena allocation
- Rename Region -> Arena
- Construct arena out of pointers to the beginning, the end, and the
current element in a memory buffer. This allows us to pass arenas by
copy when we want to work with a temporary memory region.
- Fix the size of the arena at compile time.
